The Mangue Monte Negro Zone, located on the island of Santiago, in Cape Verde, was declared an Integral Tourism Development Zone and the Government decided to carry out a Master Plan for Tourism (POT). The POT's area of intervention lies mainly in the municipality of Santa Cruz (Santiago, Monte Negro and Achada Ponta).

This area has a high environmental and scenic interest, being, in particular, an important nesting area for sea turtles. Therefore, a form of sustainable tourism is proposed, taking into account the environmental, social and economic aspects, in line with territorial development options at the national, regional and municipal levels, with a low-density touristic typology and complying with strict environmental criteria .
